We create rules and laws to maintain order and encourage safety. The second grade classes at our school start the beginning of each school year by talking about the rules and laws at school, in the community, and in our state. We use those observations and discussions to create our own classroom "essential agreements." We also teach that actions have consequences, both good and bad. Students learn that there are enforcers, both at our school and in the community, that help make sure rules and laws are being followed. When they are not, there are set consequences that can be expected.

The obstacle I am frequently faced with is a lack in appropriate reading materials. I also have a large number (about 2/3) of English language learners in my classroom who simply need content vocabulary building prior to our lessons. While my general classroom library is slowly growing, I am still sorely in need of reading materials for the specific topics covered in our social studies and science units.

Even though my students are 7-year-old, I believe it is important to begin encouraging community participation early. Understanding how and why rules and laws exist helps encourage students to become law-abiding citizens. It also encourages the importance of being an active part of the process from the beginning. Our school encourages students to be civic-minded and promotes taking action. Students know that they can and should participate in the rule and law making process not just on our campus but in our community. The reading materials and supplemental activity cards I'm asking for in this project will help students become aware of how the government processes work and why. The community helpers vocabulary cards will help my second language learners gain access to this important content.

Helping young students become knowledgeable about our local, state, and federal governments will not only lead to a stronger sense of civic-mindedness as they get older, but it will also help inspire future leaders to take active interest and roles in our government. Please help me promote this awareness in my classroom by providing my students with easy-to-access texts.
