Help me give my students the chance to feel proud and be heard.

This year I have been placed in a 6-8th grade life skills classroom. These students are all diagnosed as intellectually disabled. The scholars are currently between 5-7 grade levels below their age group. In this class I will not only be teaching students language arts, math, and science. I will also be teaching these students life skills and social skills to ensure that they will become well-rounded individuals. Please help this group of students with special needs get an education in a positive environment that allows them to think and learn to the best of their abilities.
The Qball will allow all of the students in my classroom to have the chance to be heard. I have one student specifically that is unable to project his voice for the entire class to hear. At first, I thought that this was due to nerves about speaking in front of classmates.
I began to use the phrase, "loud and proud" to get students to project their voices as they spoke.
It didn't work, he still continues to respond at a very low volume to the point where I have to go over to his desk to be able to hear him.
I want the Qball to give my students the chance to be heard by all of his peers, not just by me. I think the Qball will relieve some pressure for my students and give them to chance to really feel loud and proud about what they have to say.
