My VA school has been on the verge of receiving the "Title 1" status (more than 40% on free lunch/low socio-economic status) for the entire 14 years I have been teaching there. There are almost 1,000 students in my K-2 school, with each class averaging about 25-28. We finally got it this past year, which should lead us to more money to help our students, but due to budget restraints in our district, we cannot be awarded more money for educational resources, additional teachers, etc.
