Help me give my students lined paper and pencils to help improve their writing skills and penmanship

There is much research done about what happens if children are not successful by third grade. In the state of Michigan, if a child does meet specific grade level criteria on the state assessments, they FAIL. My goal as a teacher of students is to change that narrative and ensure all students are prepared to pass this exam and progress to grade 4.
The students I teach are eager learners with a mixed level of interest, abilities and goals.
Some of my students are on grade level and others will have to work really hard this year to catch up. Our group loves to play outside, learn new games, and listen to a sweet tunes while they work.
In my classroom, we build a community around what we have in common and our shared experiences. My classroom is about building skills to help them think critically.
Writing is a daily activity in my classroom and my students are learning to write longer narratives and essays as 3rd graders. This lined paper will help them focus on organizing their thoughts and writing properly.
The use of lined paper will help with their penmanship as they formulate their essays.
The paper will also help them in learning spacing and letter formation when writing. Even though they are great writing, it is difficult for many of my students to write properly on regular loose leaf paper. By having this paper students will be able to focus on increasing their writing skills.
