Help me give my students a couple of heating and cooling fans to create an inviting, comfortable space in which to focus and learn.

I'm a special education inclusion teacher and behavior specialist for my campus, I engage with students, parents, and staff in my office as a confidential safe space. My students are special education students with various needs ranging from visual, motor, physical, medical, communication, and cognitive disabilities.
Parents come to me to discuss, home concerns, financial stresses and family issues the students face before coming to school so that I can provide needs and wants on an individual basis.
For most of my students, school is their own haven and I like my space to be a refuge of closeness, calmness, resources and safety. My students can be very shy or stand out in a crowd, but all students want a place to be loved and safe from all harm.
Are you hot? Are you cold? Open the door! Close the door! These are things you hear coming from my classroom because it is in the portion of the building that has not been renovated and exists with no central heating and air conditioning unit. The space is great, and we have made it as comfortable as possible, but it can get rather cold or hot, depending on the weather outside. Without having a proper heating and cooling system, it becomes a space that is not inviting, and others are not comfortable coming in to speak to me.
It is hard to concentrate in an uncomfortable space.
Our school is in a low-income district and tends to provide the comforts not afforded at home but my classroom not having a centralized weather unit, it takes on whatever temperature that is outside. The students try to focus on their work but tend to get distracted because they are sweating continuously or must wear a large jacket while working.
