I work in a rural district, where funding is hard to come by. Many students are grades below the national average in math, reading and writing. They are not very motivated to read or to perform. Many come from homes with very little income. This type of community is one that stands together to support the education for the children, but many times the teachers can not get the funds to be able to appropriately teach.
