I come to school with my own iPad. I have a Smart Board in my classroom and I need the Apple TV, so I can interface with the board using my iPad. The additional iPad is for the students to use to participate with parts of the lessons. As a Special Educator, the emphasis is stronger on the individual. Most instruction is small group or one on one. The student interaction is a critical piece of "best practice" in all instruction. Student participation including a response is a true indicator of understanding. As there are different types of learners, the extra iPad helps with those tactile learners. Some students just have to get their hands on something in order to learn. It gives them the ability to participate. And of course there those who are non verbal or have speech difficulties. This will benefit them also.
