I teach 7th, 8th, and 9th grade special education students who are 2 or more grade levels behind in math. This year my 8th/9th grade class had 21 students in a "small group math class"! All of my students have a disability as defined by IDEA. The majority of them have learning disabilities, but I also have students with ADD/ADHD, OCD, ODD (oppositional defiant disorder), PTSD, anxiety, processing speed disorders, and autism spectrum disorders.
