I teach second grade English Language Learners in a NYC school. As I saw the needs of our students increasing I obtained an additional certification to teach foreign language learners. Now all the ELL students in second grade are placed in my class. I teach the whole second grade curriculum to these bright, eager students but training alone is not always enough. Many schools obtain extra federal funding based on need (known as Title I) which is measured by the number of students qualifying for free lunch. Our school does not get that funding. Many of our foreign language students' families do not return those free lunch forms, either out of fear or lack of understanding. We are left in a unique circumstance. We have a high needs population without the funding to support it. Consequently, it is difficult to meet classroom needs.
