I teach in a Title I school in California. I have 24 children in my classroom, and some are beginning to read and others are reading. They mostly come from lower socio-economic homes, and most of them are second language learners. They face many obstacles to their learning, but having good books to read shouldn't be one of them. I am trying to keep enough books in the room on their level so that they can keep a few in their book box at a time. This will allow them to practice reading in their free moments.
