As a School Counselor, I have access to a lot of private students information that should not be shared with unauthorized people. Throwing away such information without being shredded could result in privacy breach; stolen or misused information. A shredder will keep such information private and safe when it needs to be discarded. I do not have a shredder in my school and then I need to dispose of some papers with the regular trash, and I consider this to be unsafe and it jeopardizes very important information related to the students.
