Most student don't own water resistant clothing, and they walk to school. When it rains, they either don't come to school (which they miss content) or if they do come, they arrive soaked (which is a distraction to their learning and/or become sick and miss school at a later date). We have a parent/community coordinator who will pull a list of especially high-need students with whom to distribute these too first. Then we will distribute them on an as needed basis with students whom we know walk to school. Students will be gifted these and won't be expected to return them.
