Students are allowed to use the dictionaries during testing; however, there are not enough dictionaries and some of the dictionaries are worn out. They are in need of this tool in order to ensure that they each have a fair shot at using the tool to inquire about words they don't know the meaning of. They need to be able to do this free of the distractions of others asking for dictionaries thus breaking their train of thought while they are testing or completing classroom assignments. This is definitely the idea setting that students need to do great in school.
