I make all my own cornell notes and practice materials for my students which requires a lot of paper and copies to make sure my students are able to manipulate problems at their fingertips. Since the STAAR exam is consumable, I want my students to be able to write directly on their materials and therefore need a lot of paper. The other markers are for them to utilize their own whiteboards to communicate their practice work and answers. A lot of students are embarrassed to make a mistake so being able to erase with the whiteboards helps the students move past the mistakes and learn from them rather than staring at an "x" or red mark on their paper for the rest of class. The whiteboards allow for quick feedback so that I can understand who needs small group and who may move on.
