I have seven deaf / hard of hearing students in the first grade in an urban setting. Most of them wear some type of device to enhance their ability to hear. Some of them do not benefit from any device. Those students use sign language to communicate. All seven have the language levels of toddlers to early preschoolers due to their hearing loss. In their preschool and kindergarten years, they have been in classes of two to three students. That meant they had a lot of support from the adults in the room. Now that they are in a class of seven, they are struggling to work independently. Most of them read fewer than ten words independently. Some can not yet even count to ten without support. They need individual time with teachers to learn these skills, but they also need to spend time independently practicing these skills to really develop confidence in their own abilities.
