Math manipulatives are amazing to engage students during independent practice. We are making these manipulatives with paper but it takes us so much instructional time; also they do not last. Students need to have their own set to practice and understand better fractions. Since they are at risk of failing we can recommend accommodations (manipulatives) for the state test. They will learn how to use them every day and during tests (the ones with no labels). The fractions with magnets will help me explain the concept to them during small group instruction and they will be able to use them when they need to.
