I work in a charter school that is situated in a reconfigured department store and movie theater. We do not have exercise facilities, though we do have the freedom to take kids to the park, which is only a few minutes walking distance away. We work in a concrete building, where none of the windows open and recess is in the cafeteria area. Our students don't complain, and we do the best we can for them, but what would really help them are more outlets for physical expression. I think that having stability balls in place of chairs in the classroom is an excellent way to do this, at least in terms of a positive change in the classroom itself.
