They can take their knowledge to their friends and be the teacher. My school is a high-poverty school...85% of our students receive a free/reduced priced lunch. Funding for educational advancements is limited. When funds are provided from the district they are typically earmarked to refresh existing equipment. Money for classroom devices must be secured from a secondary source.
