The best way to encourage children from lower economic status, with very little background knowledge and even less desire to learn, is to fully engage them at every given opportunity. I teach 30 kids at once and with the gaps and low level of motivation, math games have become my main way of differentiating instruction, so that I can meet each child's needs.
