Help me give my students the laptops they need so they can complete their assignments

The students I work with all have IEPs. Their needs range from requiring emotional and behavioral support, to all materials being read or dictated for them, to everywhere in between. We are in the lowest poverty area where students don't have money for school supplies.
My students have a difficult time regulating their emotions appropriately.
They all attend regular education classes now where they work to meet the same expectations as their peers. This transition has been a difficult change.
My project is to support my students who have IEPs and need to work on their assignments in our classroom. We have three different special education teachers in our classroom that all have our own caseloads.
We have a combined 54 students that need to share our 10 Chromebooks that are in our class.
Our students being able to work in our calm classroom environment helps them to focus on their academic tasks. In addition, when our students are upset, overwhelmed, overstimulated or all of the above having a safe place to work on their assignments can eliminate further escalation.
