My Middle School Band was only 60 students (gr. 5-8) 15 years ago when I started teaching there. It has now blossomed into having half the school in Band (140 students). Younger students are very interested in playing "Lower Woodwind" parts but I do not have any decent instruments to loan them, and purchasing isn't an option.
