Almost 90% of our students qualify for free or reduced lunch and about half have been designated as English Learners. Due to the large population of English learners in Los Angeles, the emphasis of the school district has been to focus on teaching children HOW to read instead of on WHY they should read. Apparently test scores are more important than the love of reading.
